They are designed as a room heater but heat rises, so if you leave doors open etc, it will circulate to other rooms.
You do not need planning permission to install if fitted by a HETAS registered fitter, but if FITTING YOURSELF you must notify your Local Building Control Department before starting the installation, as it falls under Building Regulations.
